No Disproportionate Punishment

The prophet Isaiah in Chapter 13 prophesies the destruction and fall of Babylon, in verse 17 he says Gd will bring upon them Mudai who won't desire silver or gold just the destruction of the corrupt evil Babylon. Verse 18, Mudai will blow up the Babylonian youth, and will have no mercy or compassion on their babies and children.

The Medrash (Esther Rabba 5:3) says, why was this brutal punishment brought upon Babylon, on account of (Lamentations 5:11) 'they raped the women of Zion'.

Thus we have a moral standard established by Isaiah, if Gd forbid the enemy does such an atrocity they are bringing upon themselves - their youth, children, and babies, brutal punishment.
