כי תשא – When you receive the count
30:12
כִּי
תִשָּׂא אֶת רֹאשׁ בְּנֵי יִשְׂרָאֵל
לִפְקֻדֵיהֶם וְנָתְנוּ אִישׁ כֹּפֶר
נַפְשׁוֹ וגומר:
When you receive the head count of the
Children of Israel each man shall give atonement for his soul etc..
The construct of the counting is
in order to make boundaries for constriction, so that there should
not be to much fervor, and so that one does not breech the bounds of
his friend, because everyone has his own portion

Thirteen Attributes waives the main sin upon which other similar sins
accumulated and amassed
