Before reading (in someplaces after reading) from the holy Torah in the synagogue, the Torah is opened wide and held high overhead, and circled for everyone to see, and everyone says part of a verse: And this is the Torah which Moses presented before the people of Israel by the mouth of Hashem with the hand of Moshe... וזאת התורה אשר שם משה לפני בני ישראל על פי ה' ביד משה
The Ramchal explains, that every Torah scroll has complete and full sanctity. Even still all the Torah scrolls in no way can be compared to the actual Torah scroll written by Moshe (actually he wrote 13 on one Shabbos). That is why we say this verse while the holy Torah is paraded, to draw to it the holiness of the Torah scroll written by Moses.
