Achav was a King of Israel, he was a wicked king, he worshipped idolatry, and was so wicked that he doesn't have a portion in the World to Come, but because of the unity of the people, they were always victorious, and he reigned over the world.
Achav picked up on rumors that the nations were planning to revolt, so he took a high profile captive from each one, like the son of a king. He placed the captives in Shomron and Jerusalem.
We learn in Tana Divay Eliyahu chapter 9, that the captives immediately became truly Heaven fearing!
The commentators point out how astounding this is, that even though Achav is perceived as a heretic, that must have been because he was held to a higher standard, because these foreigners just experienced true fear of Heaven.
This shines a light on the other stories of Scripture, how they must be understood in the right context.
