Likutay Moharan II, Torah 41: Sometimes Hashem, Blessed Be He, Performs Wonders

Sometimes Hashem, blessed be He, performs mofsim [wonders] through the masters of legal rulings, in the aspect of: “His wonders and the judgments of His mouth” (1 Chronicles 16:12). That through the judgments of His mouth, that he rules that it should be so, a mofes [wonder] is made. For because he is accepted as a master of rulings, and when he rules on prohibition and permission and the like, his opinion is accepted, so too when he rules on some matter, his opinion is accepted, and mofsim are made through him. And this is the aspect of the mofsim related about the Geonim [sages] who were in the generations before us.
